Subject: UPDATE – Regional Approach to Prevention, Treatment and Recovery to Address Opioid Use Disorder and Stimulant Use Disorder in New York RFA

Dear Providers:

We would like to inform you that OASAS will be withdrawing the RFA titled Regional Approach to Prevention, Treatment and Recovery to Address Opioid Use Disorder and Stimulant Use Disorder in New York procuring a portion of the SAMHSA funds received for the State Opioid Response (SOR) 2020 funds (See: https://oasas.ny.gov/funding/request-applications).

This decision was not made lightly, but we believe it is necessary given the timing of this RFA and the fiscal realities faced by providers due to the COVID crisis and lack of federal aid necessary to relieve the state budget situation. OASAS has reviewed the questions received and considered the comments and messages from providers and advocates. It is important to note, we were very pleased with the insight and depth of many questions; however, based on the challenges identified, we have decided to revise our approach to achieve regional networks to address Opioid and Stimulant Abuse.

We will work with the field to separate the goals of funding services and fostering collaboration through regional networks. This will allow us flexibility to continue to fund services that demonstrate outcomes and meet reporting requirements while also dedicating resources to provide technical assistance, support and guidance in the areas of collaboration and network development. Over the next few weeks, we will finalize this plan, review (and refine, if necessary) our SAMHSA application and discuss our revised approach with the field.
